“If we are going to see real development in the world, then our best investment is women.”
— Desmond Tutu
Osnabrück has taken concrete steps toward fostering a family-friendly working environment. One visible example of this commitment is the recognition of family-friendly employers in the region. In 2017, 41 organizations were officially awarded the title “Familienfreundlicher Arbeitgeber in der Region Osnabrück”. This recognition, coordinated through
the Familienbündnis Region Osnabrück and documented in the City of Osnabrück’s official annual report, demonstrates how public and private employers alike can create working conditions that support employees with family responsibilities.
Family-friendly employment is closely linked to broader principles of quality work. Fair wages, secure employment contracts, reasonable working hours, and safe working environments are essential foundations of good public employment. When municipalities prioritize these standards, they not only support the well-being of their
employees but also enhance the quality and reliability of public services. A motivated and supported workforce is better equipped to serve citizens effectively and sustainably.
The Equality Action Plan also highlights the importance of training, skills development, and lifelong learning. As social, technological, and demographic conditions evolve, municipalities must ensure that their employees are prepared to meet new challenges. By investing in continuous professional development, Osnabrück strengthens its workforce, reduces long-term recruitment pressures, and promotes internal career progression. Lifelong learning thus becomes both a social responsibility and a strategic investment.
Inclusion and diversity are central pillars of Osnabrück’s approach to public employment. Municipal policies aim to promote gender equality, ensure accessibility for people with disabilities, support the integration of migrants, and actively prevent discrimination in the workplace. By reflecting the diversity of the population it serves, the municipality reinforces social cohesion and builds trust between public institutions and the community.
Policy Field 3 of the Osnabrück Equality Action Plan clearly shows that municipalities can act as role models in the labor market. Through fair employment practices, continuous learning opportunities, and inclusive workplace cultures, they create resilient institutions that benefit both employees and citizens. When municipalities lead by example, they demonstrate that equitable employment is not merely an aspiration, but a practical pathway toward social trust and sustainable development.
“Municipalities Are More Than Service Providers ,They Are Role Models For Fair
And Inclusive Employment.”
